Rob Kall's well documented position that disruptive emergence can be much more effective than revolution or system redesign makes a lot of sense.

What I got from it is the following: The crux of the problem is control by a banking elite. This elite needs to be replaced with local democratic institutions. So disruptive emergence needs to replace that set of hierarchical institutions with new ones that undermine the present powers.

I would propose that Rob's disruptive emergence needs to be combined with one of the concepts he replaces it with; system redesign. It would follow from his argument that any disruptive redesign needs to be based on the concepts of local control and democracy.

Where to start? I would propose that starting points exist in two areas. First are such diverse existing institutions as the WIR bank in Switzerland i, the Mondragon Cooperatives and their bank, Laboral Kutxa (begun in northern Spain and now active in 40 other countries, including the US where it has a cooperative agreement with the National Cooperative Bank of the US)ii, domestic Credit Unions iii, the Bank of North Dakota iv, and the alternative/community currency movement v. The reader may be reminded of others. The thing that unites all of these institutions is that their primary focus is local, and on service instead of profit.

Second is the theoretical work of money theorists, including Silvio Gesell vi, Irving Fisher vii, Edgar Cahn viii, Margrit Kennedy ix, Bernard Lietaer x, Tom Greco xi, and Robert Blain xii, who among many others, have all had an effect on my views.

A consideration of the work of money theoreticians and money institutions that are already moving in the direction of local democratic control, and how these present institutions can be moved to be more effective when joined in a web, along with new ones created as experiments, is a good place to start the effort to replace the present money power. A plethora of experiments would do the world good.

The conference proposed by Rob doesn't have to be a physical thing. Discussion, and action could equally well be coordinated and reported, for example, with articles on OpEdNews.

The following are a smattering of references. A Google or DuckDuckGo search will find much more.

i The WIR bank web site is only in German, French and Italian. The wikipedia description is at https://en.wikipedia.org/wiki/WIR_Bank
